Prequalification Committee
The Board of County Commissioners (Board) established a process which requires major construction and renovation purchases in the amount of $100,000 or greater be provided by firms having met specific financial and experience criteria.

To accomplish this process the Board empowered a Prequalification Committee (Committee), not employed by Pinellas County. The Committee's role is to recommend to the County Administrator the category and dollar limit for which applicants may provide their services; the County Administrator has final approval. The Committee consists of seven (7) members representing the following professional organizations:

  • 1 - Associated General Contractor
  • 1 - Pinellas Chapter Florida Engineering Society
  • 1 - Florida Central Chapter A.I.A.
  • 2 - West Coast Chapter A.I.A.
  • 1 - Contractors & Builders Association of Pinellas County
  • 1 - Suncoast Utility Contractors Association

The Directors of Purchasing and Public Works are ex-officio members.

The Prequalification process generally takes sixty (60) days or more. The Committee meets bimonthly and their recommendations must be approved by the Board of County Commissioners prior to contractors being notified of placement on the prequalified listing; allowing participation in bidding on Pinellas County projects.

The approval relates to the type of construction, as well as the value of the project. A combination of evaluation criteria (experience, capability, worth, etc.) is used in determining prequalification.

Construction projects with a total value less than $100,000 normally do not require prequalification. The County does require a contractor to have a valid Florida Construction License and these projects are competitively bid.

The Pre-Qualification Committee meetings are held every other month as follows:
