PUBLIC ANNOUNCEMENT
The Board of County Commissioners of Pinellas County is seeking a qualified firm to provide Construction Management (CM) at Risk Services for the construction of a new storm hardened Public Safety Facilities & Centralized Communications Center of approximately two hundred thousand (200,000) square feet. The project site is on a 40-acre County-owned property located at the southwest corner of Ulmerton Road and Seminole Boulevard, Pinellas County, Florida. The Pinellas County Sheriff’s Office and Pinellas-Pasco County Medical Examiner currently occupy the site.
The project will include the County’s Emergency Operations Center (EOC), Emergency Communications 911, Emergency Medical Services (EMS) and Sheriff’s Dispatch centers, and the Sheriff’s administrative and operational headquarters. The project scope also entails demolition of existing structures, extensive site redevelopment for surface parking of five hundred (500) vehicles, structured parking for nine hundred (900) vehicles, landscaping, site amenities, drainage, utility upgrades, and a central energy plant. The project will be Leadership in Energy and Environmental Design (LEED) certified.
The CM at Risk shall serve as the Owners’ agent and will work closely with the design firm, ARC3 Architecture, Inc., through the detailed design, providing constructability reviews, estimating, value engineering, etc. to ensure an on-budget and on-schedule project. At an agreed upon design level, the CM at Risk shall negotiate with the County and provide a guaranteed maximum price (GMP) to construct the project.
The CM at Risk will not be permitted to self-perform more than ten (10) percent of the work. Further, the CM at Risk will be required to demonstrate its ability to provide a minimum of $80 million in bonding capability. Selection will be strongly based on the qualifications of firm’s project management team and the experience of the firm in Construction Management and/or Design Build of similar governmental facilities as opposed to commercial, transportation, or other types of construction projects.
All parties interested in providing these services should submit (10) completed copies of a Statement of Qualifications in a sealed envelope to:

Submittals should include the following information in the order shown:
1. Letter of Interest (two page limit).
2. Project specific Statement of Qualifications Standard Form (SF) 330, Parts 1 and 2. This form shall include data on proposed personnel and projects of a similar nature completed by the applicant and any proposed subconsultants as required in Sections C, D, E and F of the SF 330.
3. References (minimum of three) specifically for the proposed Project Manager and Field Superintendent with names and telephone numbers of contact persons for completed projects of a similar nature. These shall be in addition to those required as part of Section F, “Example projects…” of the SF 330. This is particularly important if the project manager for a specific project is no longer available.
4. General approach to the project. Respondent shall use Section H “Additional Information” of the SF 330 to provide a ten (10) page maximum description of how the firm plans to approach the project including, but not limited to, management of the work, permitting, coordination, design activities, working with the contractors, prepurchasing of equipment, working with the designer, etc. This should clearly indicate the firm’s understanding of its potential working relationship with Pinellas County Real Estate Management.
5. Current projected workload of the firm for the office(s) performing the work; i.e., manpower and resources available for project work. This should be presented in a clear, concise, and understandable format.
6. Proof of the firm’s certification as Minority Business Enterprise (MBE) as provided by the Florida Small and Minority Business Assistance Act of 1985, if applicable, and/or proof of the firm’s certification as a Disadvantaged Business Enterprise (DBE) as determined by the FDOT, if applicable.
7. Evidence of ability to meet the bonding requirements for this project and other Business insurance.
8. Copy of Qualified/Firm’s State of Florida Certified Contractor’s License.
9. A copy of the firm’s State of Florida Corporation Certification.
Evaluation of each submittal will be based upon the following criteria:
1. Capability/adequacy of firm's proposed staff or subconsultants to be assigned to the project.
2. Firm's recent relevant experience on projects comparable to the County’s project.
3. Evaluation of the firm's past County performance or performance with other agencies based on references from firm's clients.
4. Firm's size, capability and business ability relative to the County's project.
5. Location and ability to handle project workload.
6. Minority and/or Disadvantaged Business Enterprise Certification.
